Ban reading while driving

I've been seeing this more and more on the roads in the morning:

Drivers reading the newspaper while on the highway.

You've got to be a special kind of mentally ill person to even attempt this. Yesterday I saw a guy driving a Jeep or Jeep-like vehicle in the left lane under speed limit with his New York Times spread out over his steering wheel and dashboard. What can possibly be so important in the paper that requires reading it at the most DANGEROUS time possible?
