Two headed turtles aren't really too uncommon. The problem lies in SURVIVAL. Each head controls it's side of the body, so it would take quite some time to learn to coordinate, if they ever do. That learning period usually ends up with them on the menu for some predator. However, as a pet they can adapt and live a relatively normal life.
